THE TOOLS Equipment manufacturers follow

improvements to construction equipment and safety standards often comes down to
the people who use the tools in the construction industry. "Industry
people are creative," said Dan Burazin, safety director with the Associated
General Contractors of Greater Milwaukee. "If they need something done, they'll
find a way to do it with the equipment available." He
said it's not unusual for construction workers to begin using equipment in a manner
other than it was intended and then let manufacturers adapt the equipment for that
particular use. The rough-terrain forklift is just such
a piece of equipment. Originally designed for operation on unimproved natural
terrain and disturbed terrain on construction sites, many construction workers
are using the forklift to elevate crew members to upper levels of construction
sites. The practice has become so prevalent that many manufacturers
are now designing man-baskets specifically for rough-terrain forklifts. "The
manufacturers are answering the needs of the industry," explained Burazin.
"That's generally how new safety standards and equipment come to be." Manufacturers
have answered another industry need with the development of ergonomically designed
construction equipment. According to the Laborers' Health and Safety Fund of North
America, muscle, joint and bone injuries are the most common in the construction
industry, accounting for more than one-third of all lost workday injuries and
producing about half of all compensation claims. "Ergonomics
is a big thing now," said Tom Richards, training director for the Operating
Engineers union. "The new equipment features we're seeing are helping to
avoid the repeat-type motion injuries of the past." Keeping
equipment operators safe and comfortable also helps ensure productivity. Recent
safety and comfort features developed for construction equipment include easy-to-use
fingertip controls, better-positioned lever controls that eliminate constant twisting
and bending and enlarged operator cabs for a one-size-fits-all feel. Although
construction equipment frequently undergoes upgrades and improvements, safety
standards often lag behind. A prime example is the Occu-pational Safety and Health
Administration's crane safety regulation. While crane technology has changed a
lot since 1971, OSHA's crane rule has not. A negotiated-rulemaking
committee assembled by OSHA in 2003 is hoping to rectify that discrepancy later
this year. The committee is meeting monthly with the intention of introducing
a revised standard in July. The most significant change
the standard will undergo is shifting its current focus from the antiquated lattice-boom
cranes to the more modern hydraulic cranes. "When
the standard was first written in the late 1960s, lattice cranes dominated the
industry," said Dick Dressler, assistant director of technical and safety
services for the Association of Equipment Manufacturers. The
new standard also is expected to update operator certification, proximity to power
lines during crane operation, crane inspection record-keeping, personal lifting
and the operator's right of refusal to do a lift. Because
a crane is by far the most dangerous and costly piece of equipment on job sites,
crane manufacturers and construction companies alike are welcoming the updated
OSHA standard. "A construction company is nothing
